The CREATE Consortium is proposing that Government establish the Community Allowance in the UK benefits system to enable people to get out of the benefits trap and to enable communities to regenerate. All that is needed is a change to the benefits regulations and support to unlock jobs in local communities.

We want community organisations to be able to pay people to do work that strengthens their neighbourhood without it affecting any of their benefits - a community approach to "making work pay".
