It is fascism by stealth and it’s all about the corporations swallowing up the institutions of Democratic society. This gives grave cause for concern. The traditional ‘Separation of Powers’ of Church & State now needs recasting as a separation of powers between State and Corporate Business.

South West One resembles the Route Partnership – a hybrid of business and officialdom . RP included Birse, Halcrow, Cornwall Council, the Duchy of Cornwall, Scillies Council, etc. Trewin Architects.. I bet Cornwall Council was CREATED for this! Check out Kevin Lavery/Serco connection… (Evidence that Somerset ‘went unitary’ council to ALLOW sw1 to get in there is to be found in the last para of I.L-G MP.s parliamentary speech.) Lib Dems run Taunton Dene Borough Council and Somerset C.C.

A “public” body operating under the business terms of IBM
Somerset County Council has been asked not to release a small proportion of information within the Southwest One contract as it is regarded by IBM to be confidential on the basis that they believe it would have adverse impact on their competitive position in the marketplace. They have made this request under Regulation 30 of the Public Service Contract Regulations 1993.

Information detailing the expenditure and distribution of income relating to the Speed Choice scheme will not be dislcosed.
It is likely that the service provision of driver education in connection to safety camera enforcement in Avon and Somerset will be subject to procurement and tendering in the next financial year. It is expected that Speed Choice will submit a tender for consideration.
Based on these grounds it is considered that details of Speed Choice expenditure constitutes commercially sensitive information. Making this information publicly accessible would place Speed Choice at a disadvantage in the procurement process, by allowing competitors access to financial information that would form part of any future bid.
